Port of Resolve "Problem with prettier setting trailingComma: all" to EE

EE port of gitlab-org/gitlab-ce!17967

the only conflict was in webpack.config.js

I also tested that the override changes to .prettierrc correctly apply to the ee/* subdirectories.
