Resolve "Wiki edit page: title's styling mismatch"

What does this MR do?

• Change the style of new issue title in order to match with the ones in the wiki, which was preferred as described in #288326 (closed).
• Removes the <hr/>

Note for the reviewer

I didn't publish any screenshot of the edit issue view because looks like the edit button shows an inline editing form now: is the edit form accessible in any way that is not via direct link?
