Update cluster-applications to v0.37.0

What does this MR do?

This upgrades Helm to 2.17.0, fixing a bug caused by the stable repo deprecation:

• The bug: gitlab-org/cluster-integration/cluster-applications#69 (closed)
• List of changes: gitlab-org/cluster-integration/cluster-applications@v0.36.0...v0.37.0

Testing / QA

See the release pipelines for v0.37.0 and observe that there are no regressions since v0.36.0 (only the same known failures)
