Add build stuck badge performance experiment
What does this MR do?
This merge request introduces a new feature flag that will be used to run an experiment.
We will evaluate the performance impact of this change. It is related to reducing the database load by not running a heavy SQL query for every runner in a project only to see if stuck badge should be shown in the UI.
