Change clusters.helm_major_version default to 3

What does this MR do?

This aligns the column default with the model level default. The column default was set to 2 to ensure existing users remained on the correct Helm version, and we had to wait for at least a single release to ensure rollout safety. But it has been over a single release, so we can resolve this inconsistency.
