Fix Canary Ingress weight is not reflected on UI immediately

What does this MR do?

This MR fixes the cache invalidation issue that stale cache remains even after the entity is updated.

We have to clear two kinds of caches 1) Etag cache 2) Reactive cache, because both includes the entity.
