Allow group owners to login to sso-enforced groups without sso

What does this MR do?

Allows group owners to login to sso-enforced groups without sso - the same way as we allow it for admins.

It also fixes specs - till this day the before block was not working, it was silently returning following error: Validation failed: User is not linked to a SAML account
