Add emoji autocompletion to GfmAutocomplete component

What does this MR do?

This MR adds emoji autocompletion to GfmAutocomplete.vue as part of migrating from jQuery-based at.js to tribute.

This change is part of a feature that is behind the feature flag :tribute_autocomplete, and only works within issues currently.
