Introduce reduced capacity danger roulette functionality

What does this MR do?

• Adds the concept of reduced capacity to danger roulette for reviewers and maintainers.
  • downstream effect will be that the teammate will be picked less often for review.
  • currently reduced capacity means 1/2 of normal weight for a teammate as per #292968
