Remove release notes from Tags page

What does this MR do?

Removes release notes from the Tags page as described in #292279 (closed).

What doesn't this MR do?

This MR does not remove the release indicator and link if a tag is associated to a release.

This MR also does not remove the release notes that are rendered on the individual Tag page (the show page) - only the index page is affected by this change.
