Convert quick actions autocomplete from at.js to tribute

What does this MR do?

This MR adds the ability to use quick actions with tributejs which we are migrating to from jQuery-based at.js.

This change is part of the tribute migration feature that only affects the issue page, behind feature flag tribute_autocomplete defaulted to off.
