Allow hash options to track_event [RUN AS-IF-FOSS]

What does this MR do?

This allows us to have a flexible tracking method for tracking events using Redis HLL

• Change track_event method to accept has as parameters
• Update related helpers and concerns where this methods are used
• Update related tests
