Adds missing reviewer command

What does this MR do?

This adds missing quick-action functionality to support managing MergeRequest#reviewers.

Example:

/reviewer @some-user

This sets @some-user as a reviewer of the given MR, in analogue to /assign.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
