Remove obsolete alerts service helper

What does this MR do?

Related issue: #255501 (closed)

This MR removes a redundant helper method.

Note: MR current points to a base branch which combines changes from several blocking MRs. This is for ease of testing and reviewing. Target branch should be updated to master before merge.

There are no user-facing changes, so this will not include a changelog.
