Ensure experiment feature flag survival using YML files & persist_used! [RUN ALL RSPEC]

What does this MR do?

Adds feature-flag definition yml files for feature flags being used for experimentation purposes.

Also ensures that any stubbed feature flags create files in tmp/feature_flags/.
