Add static validation to gitlab CI yaml
What does this MR do?
This change adds static validation to gitlab CI YML.
This change fetches the external YML schema for the gitlab-ci file and adds it to the Pipeline/CI Editor.
Note: This change requires the flags ci_pipeline_editor_page and schema_linting to be enabled.
