Resolve "Enable QueryCache for LoadBalancing"

What does this MR do?

Since we reverted !46765 (merged) in !49110 (merged), because of #290733 (closed).

It seems that LB specs made changes on "general connection pool" which leaked into another spec. I applied the fix that @ayufan proposed here
