Add metrics yml files for usage data metrics definition

What does this MR do?

Add base metric definition support.

This is first step for generating automatically the metrics dictionary, instead of having it separate

• Adds some metric definition yml file examples structure in folders
• Add basic handling for the yml files
• Use json-schema for validations of metrics definition attributes
