Move shared_runners_minutes_limit_enabled? to Ci::Minutes::Quota

What does this MR do?

Related to #213964 (closed)

Move Namespace#shared_runners_minutes_limit_enabled? into Ci::Minutes::Quota#enabled? as it's used together with minutes quota.

This MR is based on a series of refactorings aimed to consolidate the CI minutes logic into a single class and away from Namespace class.
