Remove `view_diffs_file_by_file` feature flag

This MR - as noted in the title - removes the view_diffs_file_by_file feature flag, and the accompanying documentation.

Screenshots (strongly suggested)

N/A, this feature flag is defaulted to true, so removing it has no visible effect in the UI.
