Avoid creating wiki empty repo when not present in export files

What does this MR do?

When we export a project and the wiki hasn't been created we don't export any bundle. Nevertheless, when we import the project we initialize the wiki empty repo. This means that we add some bytes to the users' quota that might not be used at all and a waste of bytes.
