Global Search - Fix Sidebar Whitespace

What does this MR do?

Closes #281039 (closed)

This MR reduces the whitespace reserved for the left side bar on extra large screens (1200px+). This is done by using a min/max width bound of the sidebar to allow for it to be flexible while never committing too much screen space.

min: 240px
max: 300px
