Timebox report weight toggle also affects summary stats

What does this MR do?

Second bit for #233707 (closed)

  1. Clicking 'weight' toggle now affects summary stat boxes
  2. Move summary stats to burn_charts component (under the toggle buttons)
  3. Change label text from 'Charts' to 'Filter by'
  4. Combine the charts data & summary stats graphql query (for closed timeboxes)

Does not affect milestones
