Replace fa-chevron-down icons in clusters/gcp/form

What does this MR do?

This MR replaces the fa-chevron-down with the chevron-down GitLab SVG in https://gitlab.com/gitlab-org/gitlab/-/blob/master/app/views/clusters/clusters/gcp/_form.html.haml

Based this comment the HAML dropdowns aren't being displayed anymore and Vue dropdowns are rendered instead.
