Enable by default true in API helper usage_data_#{event} feature

What does this MR do?

Enable features by default_true for increment_unique_values helper method for api tracking

We have 2 events here

a_compliance_audit_events_api and g_compliance_dashboard

Events will be monitored in monitoring issue Monitor usage ping on 13.7

Rollback steps

/chatops run feature set --project=gitlab-org/gitlab usage_data_a_compliance_audit_events_api false

/chatops run feature set --project=gitlab-org/gitlab usage_data_g_compliance_dashboard false
