Remove support for Kubernetes 1.13, add 1.18

What does this MR do?

Updates the supported Kubernetes versions:

1. It is past November 22nd, so support for 1.13 is out
2. Adds 1.18. Support has been verified in #282120 (closed) for GitLab-managed apps, and gitlab-org/cluster-integration/auto-deploy-image#135 (closed) for Auto DevOps
