Pipeline Graph Restructure: Add Wrapper and Query
What does this MR do?
This is the second MR for this project. It adds the base of new GraphQL query (no linked pipelines); a wrapper component to handle same; and related specs.
All this work is behind the :graphql_pipeline_details flag, which is off.
This MR is dependent on !48330 (merged).
