Add apply suggestion component

What does this MR do?

This MR adds an Apply Suggestion component in preparation for allowing users to specify a custom commit message when applying a suggestion.

Note: this is the 1st iteration towards delivering #25381 (closed) and no visual changes are expected at this stage.
