Expose issue_email_participant and create component

What does this MR do?

This MR resolves #225291 (closed) by adding an alert to show the external email participants to an issue.

As we don't have an interface to create issue_email_participants at the moment, I was able to use these commands (props to the guys from our pairing session earlier for teaching me this super awesome technique);

isu = Issue.find(105)
isu.issue_email_participants
isu.issue_email_participants.create(email: "a@tickett.net")
isu.issue_email_participants.create(email: "b@tickett.net")
isu.save
