Auto Rollback When a critical alert is raised
What does this MR do?
This MR integrates the Auto Rollback service into Alert Management. This allows Auto Rollback to be triggered when a new critical alert is raised.

This feature is under development and disabled by default with cd_auto_rollback feature flag.
