First iteration to disable atom feeds on instance level

What does this MR do?

This MR aims to let instance admins disable Atom/RSS feeds (see #231493 (closed))

This first iteration is using a setting to disable the atom responses in the different controllers.

The UI part is still missing in this iteration.
