Seperate on-demand scan template from DAST template

What does this MR do?

To ensure DAST on-demand scan remains unaffected when changes are made to the DAST.gitlab-ci.yml template, this MR creates a new template DAST-ONDEMAND.gitlab-ci.yml specifically for DAST on-demand scan.
