Revert "remove-DOMContentLoaded-clusters-Pages"

What does this MR do?

Temporarily fixes this bug on the group cluster page #284519 (closed), by reverting !47799 (merged), until we have a more permanent solution (assuming we want to get rid of DOMContentLoaded).

This page relies on gapi being loaded, and this was being guaranteed using DOMContentLoaded.
