Ensure rspec:feature-flags run on MR pipelines

What does this MR do?

Add rule to run rspec:feature-flags on MR pipelines when MR changes code patterns.

Feature flags are listed in config/feature_flags/ which falls into code-patterns through {ee/,}config/**/*.
