Create compliance framework creation service

What does this MR do?

• Adds a new service: ComplianceManagement::Frameworks::CreateService to GitLab EE.
• Allows the creation of new compliance frameworks.
• Restricted to GitLab Ultimate
• No end-user impact. Part of implementation of #255340 (closed)
