CSS Select2 Lazy Bundle Changes only

What does this MR do?

This MR is a prerequisite MR for !44319 (merged) so that we reduce the amount of changes in the other MR.

• Creates a new Select2 CSS File which will then be loaded lazily (right now only compiled but not used)
