Delete 2 un-used feature flag definitions

What does this MR do?

This eliminates references to 2 feature flags owned by Mange:Compliance that are no longer in use.

This was prompted by @mattgonzales, who was in turn prompted by gitlab-com/Product#1711 (comment 444593534)

These flags were most recently referenced in !43405 (merged), but it seems they have not been in use for some time (if at all).
