Add documentation for Instance Statistics feature flag

What does this MR do?

Previously an MR added Instance Statistics documentation to describe the feature flag and a warning about availability. The feature flag has since been set to default_enable and the feature flag description in the documentation was removed. However, because the feature flag still exists the documentation should still exist. This restores it and improves it to satisfy guidelines.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
