Enable `vue_group_members_list` FF by default

What does this MR do?

See #241194 (closed)

vue_group_members_list is currently enabled on gitlab.com via Chatops. This MR defaults the vue_group_members_list FF to on for the 13.6 release.

Currently in "Draft" as I want to wait until closer to the %13.6 cutoff before merging
