Add pagination to Terraform List View

What does this MR do?

Our terraform list view is currently missing pagination.

This MR will

• Update terraform GraphQL query to include pagination
• Add pagination buttons to vue
• Update associated tests

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
