Add extensible reference filter for Vulnerability

What does this MR do?

Related to #217614 (closed)

This change adds new reference filter for Vulnerability: [vulnerability:1] This was previously reviewed, but was reverted in !45284 (merged) and we have decided to use new format of reference filter instead of problematic + symbol.
