Explain how to limit vale alerts levels

What does this MR do?

This explains how to limit the Vale alerts you see in your editor, as well as from the CLI, if needed.

There was discussion starting around #273622 (comment 439675148) about making suggestion rules "default off", by setting the project to only display warning and error rules. Then you can manually override that locally to enable the rules.

I would like to start by keeping all the rules on for now, combined with:

  • Explaining clearly how to disable certain levels of rules (this MR).
  • Improving our rules so that the messages always clearly say what's wrong, and how to fix it.

If we disable certain alerts by default, it's likely that essentially no one outside the team will enable and see them, and they will have almost no usefulness. Some of the suggestion level rules may seem simple/obvious to the TW team, which is why they may not want to be bothered by them. At the same time, engineers and public contributors may not find it as obvious, and I'd like them to see these messages by default (for now), if they are using Vale.

For suggestions that you are confident don't need to be reviewed, change them locally and push a commit directly to save others from unneeded reviews. For example:

  • Clear typos, like this is a typpo.
  • Minor issues, like single quotes instead of double quotes, Oxford commas, and periods.

3. Maintainer

  1. Review by assigned maintainer, who can always request/require the above reviews. Maintainer's review can occur before or after a technical writer review.
  2. Ensure a release milestone is set.
  3. If there has not been a technical writer review, create an issue for one using the Doc Review template.
