Add snippet autocomplete to tribute (from at.js)

What does this MR do?

This MR adds snippet autocompletion to the new tribute library that we are migrating to, which will eventually replace the jQuery-based at.js library we are currently using for autocomplete.

This change is part of the overall tribute migration feature which is behind the feature flag :tribute_autocomplete.
