Allow applicable approval rules to be included for reviewers

What does this MR do?

This MR adds backend support to query applicable approval rules for each user. It'll mainly be used when displaying reviewers for merge requests.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
