Add build service for vuln issues
requested to merge 250353-convert-issues-createfromvulnerabilityservice-to-work-similar-to-issues-buildservice into master
This MR adds a service for building an issue from a vulnerability, per #250353 (closed). It also changes the "Create Issue" button to use the intermediate build issue rather than going directly to a newly created issue.
