Resolve "Select MR template in the static site editor"

What does this MR do?

It is the second of two foundational MRs that will enable static site editor users to use pre-existing merge request description templates (if applicable). This second MR wires up the template data from the repo (if applicable)

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
