Make basic security MR widget available to Starter/Premium users

What does this MR do?

The addresses an oversight in the original implementation of the original implementation of the core security MR widget in #249543 (closed), whereby it wasn't displayed for Free-tier users on .com, or for Starter/Premium users in general.

Here are videos demonstrating the behaviour for just Starter, but the result is identical for Free and Premium users on EE as well (FOSS users already get this behaviour).
