Remove the soft_fail_count_by_state feature flag

What does this MR do?

Feature flag removal. Rollout issue is #263222 (closed) -it's been enabled on GitLab.com for a number of days now with no issues.

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
