Use CodeQuality 0.85.18 in the CI template

What does this MR do?

This uses a newer version (0.85.18) of https://gitlab.com/gitlab-org/ci-cd/codequality/ in the CI template that we package and ship with GitLab.

The upgrade contains a new option to generate an html report, you can see the full changelog.
