Refactor delete_confirmation_modal.vue to use GlModal

What does this MR do?

• Migrates deprecatedModal2 to GlModal
• Migrates sprintf + unsafe v-html to GlSprintf

There are two noticeable differences with the migration to GlModal

• The first button gets the autofocus due to https://gitlab.com/gitlab-org/gitlab-ui/blob/56046ec53ad8694c6eef245beb8c0270ef4b37fa/src/components/base/modal/modal.vue#L108
• Modal opens in the centre
